The Institution of Railway Signal Engineers (IRSE) grants Assessing Agency status to organisations that meet specific requirements for assessing engineers against its licensing scheme. Agencies must have qualified assessors, structured processes and the governance infrastructure to support consistent, auditable assessments.

OSL Global is an approved IRSE Assessing Agency. This means we can formally assess engineers working towards or maintaining IRSE licences, and that our assessments are recognised within the national licensing framework that governs signalling and rail systems competence across the UK.

Our assessors are accredited across all major IRSE licence categories, covering the full range of signalling and rail systems disciplines. This includes design, installation, testing and commissioning functions, from module-level qualifications through to Tester in Charge and Contractor Responsible Engineer level.

If you have a written quotation from another assessing organisation, we are happy to review it and, where appropriate, offer a more cost-effective alternative without any compromise to the rigour or integrity of the assessment process.

Timescales depend on the licence category, the completeness of the evidence portfolio and the scheduling of observed assessments where required. OSL manages the process transparently from initial review through to submission, and we will give you a clear picture of expected timescales at the outset.

We recommend beginning the renewal process well in advance of your licence expiry date to allow adequate time for evidence review, any gaps to be addressed and the assessment to be scheduled and completed properly.

Evidence requirements vary by licence category and module. Generally, you will need to demonstrate recent, relevant activity within the scope of the licence, supported by documented examples of your work, references from suitably qualified individuals and, in many cases, an observed assessment by a qualified assessor.

Yes. For organisations managing IRSE licensing across a team or workforce, OSL can provide structured competence management support. This includes tracking licence status and renewal timelines, planning assessment schedules, supporting evidence development and providing mentoring and development planning for engineers at different stages of their career.

OSL also operates a training academy in partnership with UTC Crewe and Manchester Metropolitan University, which forms part of a longer-term approach to addressing the industry's competence pipeline. Engineers at early career stage can be developed progressively through a structured, IRSE-aligned pathway.

OSL operates from offices in Crewe and Swindon and provides assessment services across the UK rail network. Our assessors work across all major railway sectors including main line, high speed, heavy rail metro, light rail and tram systems.

We have particular depth of activity across the North West and Western Route corridors given our office locations, but our reach is national and our assessors are active across the wider UK network.

Where travel to Crewe or Swindon is not reasonably practicable, OSL can conduct competence assessments remotely via Microsoft Teams. Remote assessments are recorded for evidential purposes and form part of the auditable assessment record held by OSL in line with our agency obligations. We will confirm at the outset whether a remote assessment is appropriate for your specific licence category and circumstance.
